ACHS is currently seeking a Human Resources Manager and Administrator to join its team. This position works closely with the ACHS Executive Team to lead, direct and coordinate all human resources activities including policy development, employment procedures, administer all employee benefits and retirement plans, and employee relations.  This position also supports compliance, including contract review and negotiation. Must be available to work on-site in the Portland campus Monday to Friday, 8:30 am to 5:30 pm. ACHS seeks a candidate who is precise and methodical, with an excellent attention to detail and demonstrated work ethic.

 

Responsibilities:

Carefully maintains accurate employee data and records within ACHS’s payroll information system, accounting system, and online time and attendance system, including maintaining staff calendar.

Runs employee semi-monthly payroll, assuring that payroll is accurate and timely. Monitors UI, WC, and SIT for several states to assure accuracy and prompt filing. Monitors and adjusts payroll deductions for benefit and debt payments.

Administers and manages ACHS employee benefits, including: health insurance, life and disability insurance, dental and vision insurance, flexible spending accounts, employee assistance program, employee leave, and a variety of other generous employee benefits.  Enrolls and assures accuracy of employee contribution and participation in the company 401K plan.

Assists in the annual evaluation of employee benefits and coordinates bids for competing providers to assure that ACHS employees have a robust and valuable health benefits package.

Performs HR functions, including coordinating human resources programs, providing administrative and technical assistance with HR policies, procedures, and programs in compliance with state and federal law, and in line with accreditation standards.

Handles COBRA compliance, including assuring that required notices are sent at appropriate times.

Informs employees and advises management on a variety of personnel matters regarding human resources policies, procedures, benefits, and professional development programs.

Maintains current and accurate information about human resources programs, policies, and procedures to ensure accuracy of information provided to employees.

Conducts on-going review and update of the employee handbook in collaboration with the President, CSO, and COO. 

Manages employee onboarding, assuring that new employees are scheduled for and obtain from the appropriate staff the required training to meet compliance and to effectively do their jobs, including through online training tools created in conjunction with ACHS’s instructional design team.

Managing tasks associated with employee resignation or termination including disabling accounts, sending out requisite notices, updating systems, etc.

Coordinates the performance evaluation process for all employees to ensure compliance with established policies and procedures. With input from evaluations from both staff and management, revises and keeps current job descriptions for all positions.

Coordinates the recruitment and selection processes for employee positions including coordination with the Academic Dean and Faculty Liaison on faculty recruitment in accordance with policies and procedures.

Develops and coordinates staff development programs including, but not limited to, new employee orientations and on-going professional development in face to face and online formats.

Organizes monthly employee recognition program and meeting.

Maintains up-to-date job descriptions for staff, faculty, and administrators.

Serve as the institution’s Title IX Coordinator and responsible for staff training related to Title IX awareness and requirements including online training.

Supports the compliance team with institutional contract review and negotiation as applicable.

Keeps current on issues related to local, state, and federal employment law practices and regulations.

 

Requirements:

Bachelor's degree (or higher) in Human Resource Management or Business Administration

Two or more years experience managing payroll and benefits administration

Thorough knowledge of current employment law compliance issues, as demonstrated by completion of annual continuing education

Demonstrated excellent interpersonal and communication skills

Experience with managing multiple tasks using project management software

Able to aptly juggle competing priorities

Strong Apple Mac skills and expertise in MS Word, Excel, PowerPoint, Google Docs

Strong writing, editing, and proofreading skills

Creative problem solver with a willingness to ask questions to ensure compliance

Ability to prioritize, schedule, and calmly meet tight deadlines

Works well both independently and within a team

Ability to work effectively in a fast-paced, dynamic environment

Interest, knowledge, and/or experience in holistic health preferred
